Can Massachusetts lower carbon emissions 20 percent by 2020?

Globe correspondent Neil Munshi wrote in today's paper that Al Gore has joined local environmentalists in pressuring the Massachusetts legislature to adopt an ambitious goal of lowering carbon dioxide emissions 20 percent below 1990 levels by 2020 and 80 percent by 2050.
