Two State Police troopers fired after investigations

Two state troopers were terminated on Tuesday after internal investigations by State Police discovered repeated violations of the code of conduct for troopers, the department said in a statement today.

Adam Paicos was fired as a result of an internal investigation into two incidents involving the son of Foxboro town manager Kevin Paicos in the last three months.

On April 3, Paicos was driving the wrong way on Memorial Drive while off-duty in Cambridge and was stopped only after being pursued by other troopers. He was allowed to leave by those troopers, who themselves are now under investigation for their decision to release him and for apparently not trying to determine if Paicos was operating under the influence, State Police have said.

In May, police said, he was “engaged in further conduct unbecoming a state trooper.”

David Procopio, spokesperson for the Massachusetts State Police, would not elaborate on the incidents, saying the investigation is still ongoing.

In the same statement announcing Paicos’ firing, State Police also said Trooper David Lemar has been fired after an investigation sustained numerous charges against him.

In 2010, state federal and local authorities began probing into allegations that Lemar was involved in “wrongdoings at spas in southeastern Massachusetts. “

Attorney General Martha Coakley’s office has indicted a Stoughton woman, businesses the woman allegedly operated as health spas were actually houses of prostitution. Lemar, according to media reports, has acknowledged having a link to the business.

Procopio said Lemar does not face any criminal charges, but their “internal investigation established evidence of behavior that makes him unfit to be a state trooper.”

Colonel Marian J. McGovern said in a written statement that being a trooper carries a responsibility to act with the highest ethical standards.

The “terminations came as a result of our investigations determining that neither former trooper was fit to serve in the manner we demand and that the citizens of the Commonwealth deserve,” McGovern said.
