A man arrested Sunday taking photos outside Secretary of State John Kerry’s Beacon Hill home was arraigned in Boston Municipal Court today on alcohol-related charges and was released on his own recognizance, but the judge ordered that his bail be revoked on unrelated charges stemming from an assault in Quincy. Vladimir Romanov, 29, was apprehended Sunday afternoon for possession of an open alcohol container, authorities said.
