A man-made crisis
Congress banned foreign fishing boats within 200 miles of shore in 1976 to prevent depletion of fishing grounds. But politicians unwittingly caused today's crisis in New England by encouraging a massive expansion of the US fleet to replace the foreign vessels. Since then, cod and other fish stocks have plunged to historic lows and only now are showing modest signs of recovery.
