The phrase “think tank’’ conjures up certain adjectives: quiet, scholarly, low-key, perhaps apolitical. Almost none of those fit the Pioneer Institute, the fiery, conservative Beacon Hill group that has practically declared a jihad against the Patrick administration over the decision this week to adopt federal education standards.
