Governor Mitt Romney, before the ceremony to sign a landmark health care bill, this morning announced plans to veto an employer assessment and a proposed expansion of Medicaid to cover dental benefits.

As VIPs gathered at Faneuil Hall, Romney's staff distributed a list of vetoes the governor would issue. The Democratic-controlled Legislature is expected to override the veto of the employer assessment.

The Globe reported this morning that some Democratic leaders were miffed that Romney was laying plans to veto the bill even before he signed it.

Under the bill, a $295 per employer assessment would be levied on firms with 11 or more employees that do not provide health coverage to their workers. Anti-tax advocates are objecting to the assessment, saying it amounts to a tax increase.
