Lowell teen held without bail in fatal weekend shooting

LOWELL -- A Lowell teenager was ordered held without bail today after pleading not guilty to a murder charge after a fatal weekend shooting.

Billeoum Phan, 14, is charged with murder and illegal possession of a firearm related to the death of Samnang Oth, 21, of Chelsea.

Prosecutors said that at 11:18 p.m. Saturday, Lowell Police responded to 40 Royal Street in Lowell for reports of shots fired. They found Oth behind the home suffering a gunshot wound to the chest. He was transported to Lowell General Hospital, and was pronounced dead at 11:51 p.m., officials said.

After what authorities said was a round-the-clock investigation, officials determined that Phan allegedly shot Oth after a fight broke out at party.

Phan was arrested around 5:30 p.m. yesterday. He is due back in court on Sept. 11 for a pre-trial conference.

Fina Oth, 24, the victim’s sister, said her brother was not involved in the fight and did not realize at first that he had been shot.

“He doesn’t deserve this,” she said crying outside the courtroom in Lowell District Court.

Police did not release a motive for the shooting.
