THERE ARE no crowd-pleasers in the Menino administration's proposed $2.14 billion city budget for the coming fiscal year, unless it's a crowd of management consultants. Mayor Menino's budget letter, delivered yesterday to the 13-member City Council, cited no dramatic initiatives, focusing instead on meeting the challenges of ''cross-departmental collaboration and shared accountability to deliver meaningful results."
