THE NEW ENGLAND Aquarium stands out as Boston's great link to the oceans, a magnificent research and educational institution, and a prime tourist destination. Yet it was allowed to decline to the point that it lost accreditation in 2003. Re-accreditation last month ought to prompt a renewed commitment by benefactors to improve its exhibits.
