IF PRESIDENT Bush doesn't already know what went wrong in New Orleans, then he is an incompetent administrator . If he does know, then his call for an investigation is disingenuous. Neither scenario is acceptable (''Bush vows probe of 'what went wrong,' " Page A1, Sept. 7).
