The Supreme Court, on April 2, ruled that greenhouse gases are air pollutants and that the Bush administration and is obligated to regulate emissions of them. The 5-to-4 decision ordered the Environmental Protection Agency to take a new look at regulating carbon dioxide emissions from cars -- and upheld efforts by several states, including Massachusetts, to regulate the pollution.
