First, John Judis, of the Brookings Institution and the New Republic, admits that whenever he's asked for his picks for "best books of the year" (which is often), he must decline. "I don't read enough current books to offer an educated opinion," he writes. (I often wonder who honestly does, aside from full-time book critics.) The list is the opposite of trendy -- how much cocktail-party mileage can you get out of "Corporate Reconstruction of American Capitalism, 1890-1916," by Martin J.
