The July bills will be the first to include a fee that residents approved last year by voting to opt in on the state's Community Preservation Act. The law provides state matching funds to towns that add a "surcharge" to their tax bills. The money can be spent on open space, affordable housing, and historical buildings and landscapes. In Millis, a 1 percent charge will be added to tax bills, but the first $100,000 of property value is exempt from the charge.
