State authorities charged 19 members of Boston's longshoremen's union and an employee of the Massachusetts Port Authority with 118 counts of payroll, benefit, and unemployment fraud yesterday, saying the men fed off criminal schemes within the tightknit web of workers who haul cargo off Boston's wharfs.
