A fine on flagrant nonrecyclers

I feel strongly that more supervision is needed at landfills and transfer stations and fines should be imposed on those who flagrantly refuse to recycle ("Dumping cardboard? Better not," Globe South, Feb. 1).

I am a senior woman living in Plymouth, and I sometimes struggle to compact the cardboard for recycling and carry piles of newspapers, bottles, etc., to the various bins. I see other women and elderly men also making the effort to lessen the appalling waste that this country indulges in, so I am very annoyed when I see healthy young men (it always seems to be men rather than women!) throwing cardboard and papers straight into the trash dumpster. Even packing boxes from a move are thrown away! I feel that people who show such disregard for the environment should be fined.
