Patrick picks new higher ed chairman

Governor Deval Patrick yesterday named Fred W. Clark, a former executive officer of the Massachusetts State College Council of Presidents, as chairman of the state Board of Higher Education.

Clark will fill the position vacated by Stephen Tocco, who resigned in January to become chairman of the University of Massachusetts board of trustees.

Patrick praised Clark as a strong leader. "Fred's understanding of and commitment to the vision of a public education system that is built on a bedrock of coordination, cooperation, and collaboration distinguish him as the right person to help usher in a new era of education improvement in the Commonwealth," Patrick said in a statement.

Clark is vice president of Mirrione Realty Corp. and was a trustee of Bridgewater State College and the district chief of staff to the late US Representative John Joseph Moakley.

Patricia Plummer, chancellor of the Board of Higher Education, said Clark was an ideal selection. "He's very knowledgeable about higher education issues," she said. "He's action-oriented, and he'll get things done. I'm delighted."

Patrick outlined his plans for public education earlier this summer and last week named a task force to develop a "cradle to career" education strategy.

Patrick said Clark, an Easton resident who received his BA from Bridgewater State College and his law degree from Suffolk University Law School, is known for his consensus-building approach.

Bob Antonucci, president of Fitchburg State College, said Clark's appointment shows Patrick's commitment to not only "articulate a bold vision, but also to ensure action."
