Massachusetts Turnpike Authority officials approved spending an additional $2.3 million yesterday to plug leaks in the Big Dig's Interstate 93 tunnels, saying that moisture seeping through air ducts, utility conduits, and seams between tunnel roofs and walls could eventually weaken the project's steel structure.
