Cannondale single-speed conversion. It's most likely a mid-'90s frame with a replacement steel fork -- note the V-brakes, which the original bike almost certainly never had. The frame has been partially "shaved" (derailleur-specific frame attachments removed), yet the original gears are still being used in back with a tensioner. Odd measure of intention and serendipity.
