A 25-mile recreation trail connecting communities from Lowell to Framingham sounded good 20 years ago, as it still does today. But when the Bruce Freeman Rail Trail was proposed in the mid-1980s, few of its advocates imagined that the project would be floundering all these years later. (Full article: 898 words)
