Brookline couple charged with health insurance scam

A Brookline couple was indicted today on charges they swindled $53,000 in health insurance from MassHealth over six years, the attorney general's office said.
From 1999 through 2005, Joseph and Jila Youshaei allegedly applied for and received MassHealth benefits by reporting their income to be $475 a week as earned by Joseph, 46, at the Boston Discount Jewelry Exchange in Downtown Crossing, the office said.
Attorney General Martha Coakley said that, based on that claim, the Youshaeis, including their three children, qualified for and received the most comprehensive health coverage available at the time under the state’s public health assistance program, which is for low-income residents.
However, an investigation by State Auditor Joe DeNucci’s Bureau of Special Investigations and Coakley's office showed that during that time, the Youshaeis owned a residence assessed at about $650,000. The couple also owned various businesses and downtown commercial real estate assessed in the millions of dollars, including the building containing the Boston Discount Jewelry Exchange.
The Youshaeis also owned and operated three Honey Dew Donuts franchises, a convenience store, and a fruit vendor stand located at Downtown Crossing.
The investigation also said that, while receiving health benefits, the couple sent their children to an exclusive private school in Brookline. Neither these assets nor the purported income derived from the businesses and real estate ventures were reported to MassHealth, according to Coakley. In total, MassHealth paid the family over $53,000 in benefits during the relevant time period.
The Youshaeis did not immediately return calls for comment tonight.
The couple was indicted by a Suffolk Superior Court grand jury on charges of scheming to obtain public health insurance to which they were not entitled. Joseph and Jila, 41, were each indicted on charges of two counts of procurement fraud and larceny over $250 by continuous scheme.
The couple is to be arraigned in Suffolk Superior Court on Nov. 6



Who cares how many "so called low income people" take advantage of the system on a daily basis with mass health, section 8, food stamps. Nothing happens to them but get the rich guy....good for him maybe he did it in spite because he to is sick of the people taking advantage and if they can do it why can't he. Hope he gets off.
People like that are disgusting. They are loaded and still steal from the state and taxpayers. I hope they have to pay back the $53,000 and get fined $106,000.
I think the courts need to double the $53,000 and also make them do community service.
The state should sue for damages in addition to getting the insurance money back. Thieves like this should go to jail!!!!
So you think letting the "rich guy" off the hook for that is fine by you. Well its hilarious that the economy is bad because we let these rich guys go, lets not go into details. I guess if you are rich you can put a statement like that.

Sometimes people think with greed
The biggest scam is that MA is negligent at verifying whether you are eligible or not. My impression is that they don't verify anything whether it's for section 8, medicaid, etc.... It's the honor system. What a joke. So how many people are scamming MA taxpayers? You can bet that they won't bother trying to check that out. That's why taxpayers should vote YES on Question 1. Force the govt bastards to finally do things right.
If you steal $50k from a store you would surely pay a fine and go to jail. The same should happen when someone steals $50k from the state.
wow this ticks me off. my husband at 62 lost his job, all bemefits, because they are sending his particular job that he and quite a few other poor buggers

unemployement check. the max in new hampshire is a joke. no one wants to hire a 62 yr old man, even w/qualifications. he had to take early retirement, i am disabled and because of retirement money they say he makes to much.

So when is the state going to go after all the other frauds that are on MassHealth, medicaid, section 8, etc.... ? The problem is that the state doesn't verify that you're eligible, it's the honor system. You just sign a statement that you qualify. Way to go MA?
It appears this family could afford health insurance. What upsets me more than their assumed deception is the fact that while they were receiving this $53,000--needy families were doing without. The crime here, if there is one is not against the state, it is against all those who did without.
While I don't agree with anyone taking advantage of the system, we should go after the rich people who are ripping off the system, and making it harder and harder for people who really need the help to get it. Yes, there are low income people that do it as well, but they do it out of desperation, when they need help and can't get it because of people like these. The guy in the first comment show himself to be one of those "rich" people who thinks they should get away with whatever they want because they have money. People ilke the Youshaei's are why we are slowly losing the middle class, and becoming a country of rich people and poor people period.
I tend to agree with Mike on this one. We have people around here every day messing with the welfare system and we the taxpayers pay for it cause they are too lazy to get off their butts and get a job, they would much rather get each other pregnant and live off of us the taxpayer. I hope they get away with it, why not? He works hard and for what? so we and he can all pay the fat lazy people to stay home and drink their lives away, oh I mean take care of their kids.
I work at a pharmacy. You would be surprised how many wealthy people cheat masshealth. They come to the drivethru in cadillac's, BMW's and jags to get thier prescriptions for free. They say they can't afford the copay (50 cents), so we have to give it to them for nothing. Meanwhile, they are talking on thier razorphones and smoking cigarettes. Why does the state pay health benefits for people that smoke? Is'nt that an oxymoron? Or just a moron?
Ignorance is bliss. The state should be ashamed of themselves for allowing anyone rich or poor to abuse the system. The Youshaeis's should be accountable for their deceit. When you fill out forms for any state aid you sign under penalty that you are telling the truth, thus let anyone who lies about their finances be penalized. The state should also be checking the validity of statements made by it's applicants, you can find out anyones assets, most are public record. It may cost more for the state to employ people to do the job of investigating all applications but would save them $$$$ from fraud. There will always be good and bad people rich or poor. Accountability is what we need.

He owns two $2 million dollar homes in Brookline, 3 Honey Dew Donuts (one he sold for $75,000) Real Estate property all around Boston, a club MANTRA in Downtown Crossing, fruit stands, a Downtown Crossing Jewelers Exchange Building, sends his children to $40,000 dollar a year private schools in Brookline (3 children X $40,000 = $120,000 a year), and a Jerusalim Cafe restraunt in Brookline. Joseph and Gilla Youshaei are disgusting people!!!! If they are lying to the states MassHealth plan, who knows how many other people they have stolen from. Our economy is down. It is hard enough to afford insurance as it is. We don't need people who are MORE than financially well off cheating the system. He is clearly a billionaire who has made it this far in life by lyieng, cheating, and being a cold hearted person. He has three children all under the age of 18 and I feel bad for the shame and embarrassement the children have to go through due to their parents CHEATING WAYS!!!! How shameful!!! I guarantee this isn't the only scam this family has done!!! They go through life scamming people and the state so they can have a rich, fruitful life. If they lived their life with honest and worked hard instead of stealing money from innocent people maybe this wouldn't of happened !! I hope he gets deported and goes to jail for 20 years!!!! He has been cheating Mass Health for 10 years. So double that and this should be his sentance. Also he should pay a $1 million dollar fine for being a lying, cheating, disgusting human being. What comes around goes around. I'm so happy he finally got caught!!!!!!
