UPDATE: I-95 south reopens in Attleboro after jet fuel spill

Southbound Interstate 95 reopened this afternoon in Attleboro nearly 11 hours after a tanker truck overturned carrying 11,001 gallons of jet fuel,
The truck spilled a third of its payload when it flipped after being hit by an out-of-control Volvo near Exit 4 at 4:45 a.m. The fuel flowed into storm drains and prompted the evacuation of more than 30 people from 14 nearby homes. The road completely reopened at about 3:30 p.m.
Preliminary air, water, and soil tests indicated that the environmental impact of the spill did not extend much beyond the interstate, according to state and federal officials who responded to the scene and spoke at a press conference.
"As of now we believe the release [of jet fuel] is limited to the highway," said Dan Crafton of the state Department of Environmental Protection.
The crash occurred when 21-year-old Andrew Tavarez changed lanes in a 1997 Volvo 960 to pass another car, according to a State Police press release. Tavarez, of East Providence, R.I., lost control, hit a concrete barrier, ricocheted across three lanes of traffic, and hit the driver's side of the tanker truck, which rolled over.
The truck, driven by Michael Cowan, 37, of Northbridge, was en route to T.F. Green Airport in Rhode Island. When it rolled over, the cab of the truck came to rest on the Volvo's hood.
Cowan, Tavarez, and a passenger in Volvo -- Hope Amaral, 19 -- were all taken to Rhode Island Hospital with what State Police described as minor injuries.
Ten fire departments responded to the scene. Crews set up dams to stop the flow of the jet fuel, which was also covered with foam. Holes were drilled in the tanker truck to drain fuel that did not spill, and dry ice was deployed to dissipate flammable vapors.

Who pays for this expense when this is all over? I can only imagine the cost of overrtime, lost wages of commuters, the cleanup costs, etc.

The Volvo had to swerve to avoid a slow vehicle, the slow vehicle was not going with the flow of traffic? Was going slower than usual on the highway? We don't know the full facts before jumping to conclusion...
He had to swerve to avoid a slow car? Sounds more like he was going too fast and was weaving in and out traffic. One of these people for whom the traffic never moves fast enough. If he was behind the "slow" car, he should have been able to gauge the speed of that car. I hope he gets to foot the bill for all this.
All of you are idiots, wait till you get the facts, and if you have the facts then you are not in a position to release them yet and should be reprimanded for it.
It's always a hoot to see how quickly people jump to conclusions and start fingerpointing!

Dude chill! You might want to think about backing off that caffeine for awhile.
There couldn't have been much traffic at all on this stretch of road at 4:45 am, so I don't think there was weaving involved.
The driver of the volvo must have been flying along and come upon a slow vehicle in the high speed lane.
Let's be glad the drivers and passenger weren't hurt and keep our fingers crossed for a total cleanup.

I'm completely confused as to how voting yes on question 1 would've somehow made this kid a better driver.

Ah the stigma of driving a Volvo rears it's ugly head once more! I drive one , and old one at that, and I'm amazed when I come up on a nice(newer) car doing 45 on the highway knowing that this vehical should be doing the minimum with no problem. Most of my road rage comes from a reasonable expectation that one is capable of sustaining a reasonable speed as not to impede the normal flow of traffic, I agree that acting hastily to get around a situation has its' consequences, but IMHO some drivers are clueless( usually have thier highs on to boot) and most are distracted, slow or distracted drivers are more likely the cause of traffic issues than the occassional scofflaw
Interesting that the driver of the 'slow' car did not stop though. I mean wouldn't you see an out-of-control car and a truck colliding, in your rear-view mirror?
We live just south of the Read St overpass and they are still working; Read st is still closed. Fortunately we were not evacuated.
Any of you quick to conclude geniuses ever think about a slow car cutting him off and him not having time to brake? It could be just as much the slow persons fault as his, even if he was going slightly above the speed limit, say 70mph, and a car going say 45-50mph (like many idiots do merging on) cut him off, thats a large difference in speed.
Stop making such quick conclusions based on age, just shows your ignorance.
I see people like the Volvo driver on 95 all the time. I hope they throw the book at this kid. I'm a 25 year old graduate student from Attleboro and I commute to Bryant University. People like this kid put me and my loved ones in danger every day and they need to start catching people like him before things like this happen. I hate to say it, but we need a higher police presence along that area of 95.

There's a lot of slow drivers out there. Stupid drivers driving 45 m/p on a 65 m/p highway. These people should be cited due to impedence.
umm... kevin. What does question 1 have anything to do with this? You want to get rid of taxes? They would just raise gas taxes and sales taxes and tax other things at a higher rate. Where would the money for law enforcement, life saving firefighters, school teachers pay, school busses and many other costs come from? Taxes are what make governments work. If you don't like it, move to Antartica. Even the ones that voted yes on 2 knew this.
If I had a kid he would be in a volvo- But what I would like to know is: What kind of car was he trying to pass that was going slower than a volvo?
why would u cite the kid? how about the slow person who cut him off??
everyone is assuming the volvo caused it. there are lots of you out there who decide to suddenly joy ride at 55 in the high speed lane, and cut someone off to do it, when there was probably no one behind the volvo in the first place and the slow person could have waited a second before switching lanes.
fast weavers are a major problem on the highway, those cutting people off with barely enough room and the person cut off has to slam on their brakes. but also, the slow person who thinks they are the only one on the road and just drives aimlessly without checking first to see if it is safe to switch lanes is also a huge problem
The reservoir is about 2-3 miles north of the accident scene. The accident was 1 mile north of exit 2 (Newport Ave, Rte 1A).
The 21 yr old must have been doing well over a hundy...

Boston, you are very quick to judge. Get ALL the facts before you comment.
What if what if what if. Who knows. Who cares. Get the mess cleaned up, open the highway, life will go on.
What's a young kid doing driving a Volvo? What kind of question is that? If I had a teenager/early 20's kid driving I would put him in a Volvo as well. They are incredibly safe and the car probably saved his life.

Joe, in answer to your question, a yes on Question 1 would have solved all the state's problems, including bad driving. And of course, it would have meant fewer emergency personnel on scene. Glad no one was seriously hurt.
And Brian, where do you see 15 state cops? I see a picture with a few firefighters. Surely they are allowed into the scene.
Rhode Islanders drive like maniacs on that stretch. Always cutting people off and dangerously changing lanes without regard for other or themselves. This is no a surprise.

Did you write on this blog to comment on the situation or to let the world know you are a graduate student? I'm not really sure why that was an important factor in your story, but I guess it was to you. One question though, did you vote for Deval in the last election? If so, you voted the man who recently said "Expect less community policing" in one of his recent speeches. That is probably why you have not been seeing too many police and State Troopers in the area.
Don't act like you know everything about the situation unless you saw it happen. It could have been the Volvo drivers fault, the person going at the slower speed, or even the man driving the truck. I hope you're not going to school to get your law degree, but if that's the case, you'll have to learn to get your facts straight before you jump to conclusions.
Think that guy who was going slow doesn't know how to drive, or just learning how to drive... so that means that he shouldn't be on the highway!!
In that area for the past week they have had one lane blocked off why they cut back the tree's, shrubs away from the highway.
Kid was probably driving too fast.
Let's not forget also that it has been raining all day. Everyone is quick to blame the youngster driving the car. Why couldn't this kid have been cut off by someone at 4:45 am, in the rain and had to swerve to avoid an accident. I mean everyone who is posting in here with their perfect driving record must have at least swerved once in your life, in bad weather, to avoid an accident. Again, it was 4:45am, could this other car have been falling asleep at the wheel and cut off the Volvo.
Just remember, that was SOMEBODY's kid driving the Volvo. Would you be blaming the kid w/o the facts if it were your son/daughter?
What a joke to everyone who is blaming the kid for driving fast. I know from experience, I go to school in Boston and live in CT. I've have taken the pike home several times and I have on many occasions run into people doing well below the speed limit in lanes other than the slow lane.
Slow drivers going UNDER the speed limit are far more dangerous than people speeding. At 5am I guarentee that this person got cut off or I'm just giving the driver too much credit but with the little amount of cars on the road at that time and as long as he was doing under 85mph you have plenty of reaction time to see a car going that slow in front of you. Lay off the kids case, wait til you find out what really happened.
People drive I-95 as if it were a boulevard. Tonight driving home, I moved to the left lane to pass someone in the middle lane at YES 70mph !! In the left lane ! Is the stretch of road called 95 Boulevard ? That's why most interstate highways have a maximum speed limit and a minimum speed limit. Slow drivers are just as much a hazard as the fast drivers are.
No worries. Obama will pay for it. He'll will heal the planet and make us all rich. Jet fuel spilling into a reservoir? Obama the savior can handle it, piece of cake for someone like him.
Who said the Volvo was in the fast lane. He might been speeding in the slow lane.

Just to inform everyone who thinks they know.. it was raining and slippery out at the time of the accident. The volvo was going 60 mph, there was no weaving involved considering there where only few cars on the road. The gold camery infront of the volovo wasnt moving slow at all, it jacked up on the breaks. The volvo had no choice but to move to the high speed lane to pass the car, and when he did he slipped and lost control. The volvo hit the jersey barrier on the left spun across the 3 lanes and stopped. The volvo was then struck by the tanker. IF YOU DONT KNOW YOUR FACTS YOUR INPUT IS NOT NEEDED! THANK YOU
