Patrick appoints 12 to public integrity task force

Governor Deval Patrick today announced the appointment of a 12-member public integrity task force that will include lawmakers, good government advocates, and ethicists.

The task force includes Kimberly Budd, director of the Community Values Program at Harvard Business School; Scott Harshbarger, the former state attorney general; and Joseph Savage, the former chief of the Public Corruption and Special Prosecutions Unit for the US attorney.

“The members of this task force offer a broad range of professional backgrounds and experience," Patrick said in a statement. "All of them share a commitment to ensuring the highest standards of honesty and public integrity.”

Led by the governor’s chief legal counsel, Ben Clements, the task force was prompted by the rash of ethics and legal issues unfolding around Beacon Hill.

Task force members will study existing regulations that govern ethics, lobbying, and public employee conduct, and seek input from public officials, experts, and the public, according to a press release from the governor's office. After 60 days, the task force will make recommendations to strengthen current laws, regulations, investigative and enforcement mechanisms, and penalties, according to the release.

Other members appointed to the task force include Pam Wilmot, executive director of Common Cause Massachusetts; Charlie Baker, president and CEO of Harvard Pilgrim Health Care; professor George Brown from Boston College Law School, a government ethics specialist; Peter Sturges, the former executive director of the State Ethics Commission; and Andrew Tarsy, the former New England Regional Director of the Anti-Defamation League.

It will also include four members of the Legislature: Democratic Senator Benjamin Downing of Pittsfield, chairman of the Committee on Ethics and Rules; Republican Senator Michael Knapik, a member of the Senate ethics committee; Democratic Representative James Fagan of Taunton, chairman of the House Committee on Ethics; and Republican Representative Mary Rogeness of Longmeadow, a member of the House ethics committee.

  1. Since this IS Mass. I'm surprised that they just didnt appoint Wilkerson to head this up. What is this group supposed to do for real...you know they are just going to find new ways to steal from the tax payers. Oh by the way...thanks for voting no on question 1, good job you fools.

  1. I'm willing to give this the benefit of the doubt as I feel corruption is one of the biggest plagues of our government today. They should start with the police and the state house. I hope these people can apply some pressure to actually make a difference, though, rather than just drain even more from overdrawn public coffers. I would prefer to just see less gov't and less waste & corruption which is why I voted yes on one, but the heavily finaced & goverment & globe backed no campaign scared the public into more slavery.

No, I'm not related - but I am a fan of his intellect and his desire to do what's right for the Commonwealth. For God's sake, give him a chance. He's a terrific advocate for everyone.

  1. let's just legislate good ethics, morality and behavior, and of course spend lots of money on enforcement. And let's have one party rule - that should help avoid excess. MA voters get what they deserve.

  1. Actually Wilkerson would have been a better choice as it takes a thief to catch a thief! She sure had all the other Senators buffaloed. They were all caught with there pants down. I think she actualy stunned them. Affirative action my friends just keep voting in taxes till it finally hits home!! Just remember the $12K drapes and the De-Ville .He just does not get it!

  1. jl: Governor Patrick wrote a letter to a Parole Board to ask for the release of a grandmother rapist, Ben LeGuer. Patrick called the rapist/murder humane, eloquent, articulate and sincere. Governor Patrick tried to get casinos in the State, real bunch of honest joes there, also Patrick got hundreds of thousands of dollars to sit on the Board of Ameriquest, a predatory lending mortgage company that preyed on the poor and minorities. Patrick is and was shady and that is why he attracted the casino people, they knew he was corrupt. This crop of politicans have no idea what Public Trust is.

  1. There is only ONE imbacile and that is someone who would think the taxpayers would STAND for this. Also someone who advocates his move. They voted NO on ONE but that does not immediately give him the right to open up the checkbook and start writing. It is time for him to go and his way of thinking!   1. My, my, but we we have a lot of negative people in this state. I admit, it's a cesspool of political corruption, but the governor is doing the right thing. He's drawing together a bi-partisan commission of talented people, some with outstanding integrity, to try to make things better. Give him a chance. For gawd's sake, he's the first governor ever to take on police details - perhaps he can do some good here too.

    Do you people live in such negativity all the time? Your lives must be small and miserable. You need to take some motivational courses and learn to live with a more positive attitude (at least of yourselves, if not the world).

  1. It is a step in the right direction.
    A simpler step would be to limit those elected or appointed officials to three positions on the Mass government payroll,and two positions on township government payrolls.The biggest enemy and drain on the government is nepotism,not the contractors.

  1. Doubt you will find 12 honest people with integrity from x-legislators in this state. Our current crop is 90% made up of either out and out crooks or their brothers/sisters who enable them.
    What would happen if the house members just didn't show up until demasi and rogers were ejected from Beacon Hill. ??
    State needs money.. dump the public serice unions (they got civil service "protection") and put the legislature on a two day week and pay them accordingly. We missed a great chance by defeating Question 1 on Tuesday.

"Phonyuser' makes a point I often see -- the NaySayers gather to spew negativity at any given occassion -- but then gets onto a silly soapbox and loses the gusto behind the observation. Don't preach at people, dear, or they'll ignore you. This forum is 1/3 people with an opinion, 1/3 repressed folks who live for the opportunity to spew thei ill-conceieved, narrow minded garbage, and 1/3 clueless. This is human nature,

    The Ethics Board" is going to find many things if they're dilligent and should be able to right some potential errors in behavior. It doesn't have to be the MA equivalent of the Spanish Inquisition -- though some people would really get off on that as well. That aside, there isn't a soul in office that hasn't done a favor for some person or group of people, that's the nature of politics. So this will eventually become a situation of deciding who's truly corrupt and who did some not compleltly etical things for the good of the office in which he serves. Don' hassle or harm those who done the right thing by bending the rules; go after those who have cash stuffed envelopes waiting at every turn.

  1. Ethics? Teachers will be losing thier jobs soon and police and fire overtime was $110 million last year, I still have not heard of a freeze in this OT? It is out of hand and no body wants to put thier foot down?
