Patrick 'prepared to do more' budget cuts

With a national research panel determining that the country has officially entered a recession, Governor Deval Patrick today did not rule out further budget cuts, saying he would be closely watching revenue figures the next two fiscal quarters.

“I don’t know, I hope not,” Patrick said, when asked if further budget cuts would be needed. “We went as deep as we could early on, relatively early on, in the year so we wouldn’t be chasing this ball down the hill.”

But, he added, “We’re prepared to do more.”

Patrick announced a plan in October to fill a $1.4 billion midyear budget gap through a variety of measures, including eliminating 1,000 state jobs through layoffs, retirements, and not filling vacant positions.

His plan did not involve reducing local aid payments, but he and other state leaders have not ruled out cutting those payments if the economy gets worse. Patrick is also pushing for a toll hike on the Massachusetts Turnpike as other state leaders, including House Speaker Salvatore F. DiMasi, have started talking about increasing the state’s gas tax.

Patrick is leaving this afternoon for Philadelphia, where he will participate in a governors meeting on Tuesday with President-elect Barack Obama and Vice President-elect Joe Biden. The purpose of the meeting is to discuss an economic stimulus bill that could infuse more federal dollars into states that have been juggling budget cuts and increasing unemployment.

Patrick, who is close friends with Obama, said he hopes to discuss ways to bolster infrastructure, clean energy technology, and areas such as life sciences.

“We’ll be talking about what he has in mind, what we have in mind,” Patrick said. “I think there’s probably more alignment than you might think.”

Patrick made the remarks at a press conference to announce the nomination of Superior Court Justice Ralph Gants to the Supreme Judicial Court.

Patrick also praised Obama’s cabinet appointments, saying, “It reflects enormous self confidence in the president elect that he’s going to have people around him that don’t all agree with every single thing that he believes.”

He said there were no substantive disagreements with the federal government over finalizing the state’s Medicaid waiver agreement. Patrick announced an agreement-in-principal two months ago that would give the state $10.6 billion over the next three years, but there still has not been a final agreement.

“You’ve got to get the words agreed to by everybody,” Patrick said.

When asked about whether he would refile his casino legislation once the Legislature reconvenes next month, Patrick ended the press conference.

“Thank you all for coming,” he said.

  1. A warning for everyone: Among the cuts made by the governor is the elimination of notifying people when their car registration expires. I was recently stopped by a state police officer and handed a $100 ticket for an expired registration. When I explained that I did not receive a notice, I was told by the officer that the registration has ceased this "service" due to budget cuts. Don't these peoplework for us??!!

  1. I'm not agreeing there. Raising taxes only further burdens the already over-burdened taxpayers. Furthermore it enables the typical kind of loose-pocketed governement that we have seen for about 100 years in this state. Look if you are short of money in your household you don't go get more, you find things to cut. Wehn you look close you often find lots of un-necessary things to cut. The state needs to do the same. Cutting cushy overtime salaries for already highly-paid cops and free-bee cars/gasoline for state workers is a good thing not a bad thing. Raising taxes only allows that idiocracy to continue. We need responsible govt. Patrick is doing that by necessity but he is at least doing it.

  1. The reminder cut applies to registrations, not licenses, and it hasn't even gone into effect yet. Congrats. Try taking some personal responsibility for your actions.

  1. Before any taxes are raised, please please call Mitt Romney and ask what he would do to cut $2 billion in wasteful spending/raise non-tax revenue. I guarantee he'd have some solutions worth considering.

  1. Deval Patrick is probably one of the worst governors this state has ever seen. This guy has no chance for re-election and is single handedly sinking Massachusetts residents with one of the biggest tax burdens, while raising the cost of state services that shoud have minimal to no charge.

  1. The reminder cut does apply to licenses not registrations. You still get a notice from the registry when your registration is up for renewal. As for your $100.00 ticket that is going to be nothing compared to the surcharge you will be receiving on your car insurance for the next 6 years.

  1. Over paid cops ? We have to work year round. What about the OVERPAID TEACHERS. 27 years my take home pay is $ 655.00 after ins. ect. I have no summers off I work Christmas. I cannot go on strike every september. I am so sick and tired of your kind. Most of us would take a bullet for you. We never get thanked. Need help call a teacher . See if they come. House is on Fire call a teacher. Chances are they will be on vacation. OVERPAID GET REAL POLICE and FIREMEN are always there

    You did receive a notice if your registration was about to expire. That isn't going away. The reminder for drivers licenses is, and isn't even in effect yet.

  1. OVERPAID and TEACHERS should never be put into the same sentence. Teachers are paid for the 185 days they work, no more no less and it is simply parceled out over a 12 month period. I find that police and firemen who provide our public safety should be commended and if they make extra cash to supplement their income by providing safety through over time then they are providing a service to all, chances are they take the money and spend it circulating it throughout the economy anyway. Police/ firefighters keep us safe, teachers keep us smart.

Cutting state workers is not the solution especially in the financial services sector (Divisions of Banking and Insurance) ---- you need to beef those divisions up to respond to the financial mess we are in, in part, thanks to Romney who felt regulation was not necessary. Can you imagine actually laying off insurance regulatory staff in 2009????? Makes no sense.......

    What an arrogant prick. He holds press conferences to promote his mismanaged government and stupid ideas, and when someone asks something he doesn't want to answer, he shuts it down. Just dodge the question there, Coupe Deval, and everything will go away. Remember, folks: less than 2 years to go. Let's elect someone with a brain in their head in 2010.

  1. The next shoe to drop nationally will be all of the underfunded pension plans for union and public employees. While people who really work for a living are stuck with the declining stock market and 401k plans, public employees and unions think their pensions are guaranteed. They're not. And guess who'll be stuck with the bill. The taxpayers of course. There will be a revolt pitting young vs old within the next decade. Come on kids, gramps, grandma. mom and dad have set themselves up nicely. Just pay it and shut up.

  1. The governors names change and the faces change be they republican or democrat. Everything always remains the same.

    Patrick is acting like those before him politicians and not statesman.

    Inefficiency, waste, mismanagement, fraud and abuse always continues with fiscal planning for the moment to always look good while in office. Next, the mess is left for the next occupier of the office..

    Time for longterm planning with an open transparency budget that have line items,subsidiaries,object codes, and position schedules.

    Governor Patrick be a statesman and look and act with compassion and concern for Massachusetts citizens facing a recession and bring the necessary change for the future. Fiscal folly of fake budget budget cuts are beneath you. Make us proud of you

  1. It's too bad that we're all going to suffer now because of a Real Estate bubble
    that the Federal Reserve Bank didn't quash because of political reasons. Didn't Greenspan realize his appointment was for so long that politics wouldn't affect his decisions? Brenanke should have raised rates as soon as gas, food and everything else went up. That would have put a damper on price increases.. He chose to ignore that and lower rates. We're going to pay for that now. The Federal Reserve was established to stabilize the currency, not manipulate it!
