Patrick awards state senator a $175,000 job

Governor Deval Patrick has awarded one of his earliest political supporters, State Senator Marian Walsh, a $175,000 job as an assistant director at a state bonding authority, despite declaring in the past that he would not honor patronage appointment requests from lawmakers.

The board of the Massachusetts Health and Education Facilities Authority, which is dominated by Patrick appointees, will approve the appointment at its meeting this afternoon, a senior administration official confirmed today. Walsh's office confirmed the appointment after an inquiry from the Globe.

Walsh, a 54-year-old Democrat from West Roxbury, had originally been slated to take over as executive director but a Globe story, written after the newspaper obtained an internal e-mail from a Walsh adviser to Patrick's chief of staff, forced the administration to back down. The plan at the time was for her to replace the current director, Benson T. Caswell, who has extensive experience in public bonding and nonprofit debt.

Last May, Walsh's adviser, Michael Goldman, had emailed Patrick's chief of staff Doug Rubin, outlining an apparent agreement to appoint her to Caswell's $225,000 job by September. ''Is this still the game plan? If so great!'' wrote Goldman.

Walsh, the Senate majority whip, is currently paid $76,000 a year. She had been looking to give up her seat for a state job for several years. Senate sources have said her relationship with Senate President Therese Murray has been strained. She has served in the Senate since her election in 1992. She had served two terms in the House.

Walsh holds a theological degree from Harvard Divinity School and a law degree from Suffolk University. She has broad exposure to state finances and financial regulation. She served as Senate chairwoman of the Joint Committee on Taxation and the Joint Committee on Banks and Banking. She also led efforts in the Senate to force private, nonprofit organizations to open their books to the public.

Walsh had applied to Patrick's Judicial Nominating Commission to become a District Court judge. But she withdrew her name a year ago. The governor appointed her husband -- Paul V. Buckley, a retired District Court judge -- to the state's Industrial Accident Board, a post that pays $113,000 a year.

Between public pensions, toll and tax hikes, the unbounded arrogance of elected and public and officials ("reform before revenue is a meaningless slogan") who enjoy feeding at the public trough, and now talk of income and sales tax hikes (and don't forget the Mass. Water Resources Authority, which annually raises rates close to double-digits) regular citizens have lost all trust in state government. Joan Vennochi came close to the truth today: "But Patrick must still convince voters to trust him, when they have little reason to trust any Massachusetts politician." Close, because I would only say we have NO reason for trust.

    2) It's interesting to see how someone with a theological and law degree can make up for the financial background needed to help run this area. Sure, she's had political EXPOSURE, but where's her MBA or CFA or any other financial background credentials? There must be 1000's of people more qualified.

    3) Because there's a super majority of Democrats running everything in MASS, this guy can do just about anything he wants ---UNCHECKED ---including "changing his mind" on policies. So, whats next?

Just look at the MBTA and the Turnpike. Just wait until MASSPORT has financing issues. It comes down the financing products that departments issue. The Department of Education has huge Bond Debt.   1. But apparantly she is somewhat qualified for the position. The question might be why does the job pay that much, her salary is for the Asst. position, and the director makes an obscene amount. These people would not take the jobs for $50,000 less? Sure they would, because they come with state healthcare and pensions. Do you think a single state senator would resign if we lowered their pay to $50,000 a year or $25,000 a year?

This does not make them bad people, but that is quite a coincidence that the two best people for several high paying state jobs happen to be married to one another. They are collecting $188,000 of state money every year, not including benefits and pension time. And there are probably several other state employees in the family as well.

It began within weeks of Patricks election when he saw fit to add some $14k drapes to his office, and upgrade to a pricey gas guzzling Escalade. The childlike egotism and materialism that a)makes him desire these items, and b)makes him feel he is entitled to spend tax dollars on them, is simply shocking. As our economy becomes engulfed in flames, and unemployment surges, you would think that there might be a shred of decency in our leaders, and a desire to do the right thing.

  1. Why dont we have a policy of immediately reducing by perhaps 25% every state job that pays $100K or more when it becomes vacant? It wouldn't effect the departing position holder and i'm sure there are PLENTLY of qualified candidates for the position who would be happy to make that new, reduced amount? And how about a policy that says if a public position becomes available it goes first to someone who HASN'T already had a public job yet?

    And if we are not going to reform the pension system, then how about we establish a new measurement in this fraud of a state. We'll measure governors using a new metric, call it "Total Hack Obligatory Lifetime Gross Expense" ...

    Do the math, say, if Governor Deval employs N-number of $100k+ jobs in state hackerment, plug that into some predictive pension equation, throw in some actuarial data, adjust for inflation and cost of living increases and (!) how much of their present or future pension obligations will cost.... well, there's your net-net. And what did I hear? He has increased state payroll by like 2,000 people?

    Say this out loud so it sinks in: if this new appointee does her job, retires and starts collecting pension in say 5 years.... the State could be cutting her a pension check til the year 2040!!!!

  1. I voted for Senator Walsh. I stood on the corner of Washington Street and Nahatan with her signs. I voted for gov Patrick. Now, as my husband just went to California for less paying job than the one in Massachusetts he was laid off from and my disabled son cries every day because he misses him, my governor and my senator must laugh at idiots like myself.

  1. Governor is cutting family support for family with disabled members , he cuts money for job training for disabled citizens and now he gives that money away, to pay for job which nobody needs to the person who doesn't seem to be qualified
