Two men face charges in Lowell slaying

Two men will be arraigned this morning in Lowell District Court on charges that they murdered a teenager in April 2007 in Lowell, law enforcement officials said.

Lowell and State Police last night arrested Savong Moun, 23, and Pahath Pheap, 20, in connection with the slaying of 16-year-old Vouthavy Phay, Lowell Police Superintendent Kenneth Lavallee and Middlesex District Attorney Gerry Leone said in a statement.

Just before midnight on Saturday, April 7, Lowell Police responded to a shooting on Fletcher Street. When police arrived, they discovered that Phay had already been taken to Lowell General Hospital with gunshot wounds.

Phay was later transported to Brigham and Women’s Hospital, where he was pronounced dead around 5:30 the next morning.

Police discovered the gunshots were fired from outside into the apartment, where Phay was playing cards with a group of people, the statement said..

David Phin, 22, and Roth Em, 21, both of Lowell, were arrested the day after the slaying and are facing murder charges. They are scheduled for trial in Woburn Superior Court Monday, March 9.
