The State Ethics Commission has charged a foreman in the Billerica town cemetery with a conflict of interest for allegedly selling four plots in the town cemetery to his parents.

Joseph Turner allegedly sold the plots on May 22, 2008. The commission said that, according to town policy, the plots should only be sold when someone had died; and that Turner sold the plots before a price increase, saving his parents hundreds of dollars.

Turner's attorney, James Dangora Jr., didn't immediately return a message seeking comment.
