State correction officer accused of trying to smuggle heroin into state prison
The FBI teamed up with a state prison inmate to catch a Massachusetts Department of Correction officer who was allegedly smuggling heroin into MCI-Norfolk, the state’s largest medium security prison, according to federal court records.
Correction Officer Ronald P. McGinn Jr. pleaded not guilty Monday in US District Court in Boston to one count of possession of heroin with intent to distribute.
McGinn, a Bridgewater resident, was released on a $25,000 appearance bond, according to court records.
According to an FBI affidavit filed in court, an unidentified Department of Correction lieutenant contacted the FBI in January and identified McGinn as someone who smuggled contraband into the medium security prison “for the last few years,’’ including iPods, cellphones, and illegal drugs.
Last month, the FBI said, an inmate at MCI-Norfolk contacted authorities and reported that McGinn had offered to smuggle up to a pound of heroin into the prison for the inmate.
McGinn was demanding that the inmate pay him $5,000 for the heroin smuggling and an extra $2,500 to bring in Oxycontin pills, according to the affidavit.
An undercover FBI agent made contact with McGinn, pretending to be the inmate’s money man, according to the affidavit. McGinn and the FBI agent – equipped with video and audio recording equipment -- met on April 14 in the Westgate Mall parking lot in Brockton to finalize the deal, according to the affidavit.
McGinn told the FBI agent that he would stuff the heroin into his pants when he entered the prison. He also demanded that the FBI agent send three money orders, each worth $500 in cash, to him and provide him with $1,000 in cash, according to the affidavit.
At the time, McGinn was with a minor, the FBI said.
McGinn also warned the FBI agent not to use prison phones to talk with the inmate because all conversations are recorded by the Department of Correction, the FBI said.
The two men met again Monday at the Westgate Mall where the cash and drugs were allegedly handed to McGinn.
“Once the meeting was complete, McGinn was arrested, as he was walking towards his vehicle,’’ the FBI said in the affidavit.
