HARTFORD, Conn.—Former House Speaker and gubernatorial candidate James Amann is criticizing Gov. M. Jodi Rell, saying she should get more involved in the stalled budget talks and help broker a deal.

Saying she should "start acting like a governor," Amann called on Rell to invite lawmakers to her residence, "close the door and lock the windows" and find common ground.

A spokesman for Rell declined to respond.

Amann, who left the General Assembly at the end of last year to seek the Democratic nomination, says he can't remember when there's been so little action on the budget. There have been no bipartisan talks since the General Assembly adjourned June 3.

House Republican leader Lawrence Cafero says Amann is out of touch with the situation. Cafero says Rell has attended at least 10 meetings with leaders.
