HARTFORD, Conn.—A three-time convicted rapist has been released from prison to a homeless shelter, but Connecticut officials say he'll be monitored daily by probation officials.

An official with the state judicial department confirmed to the Hartford Courant that 52-year-old Ransome Lee Moody was released from prison on Thursday at the end of his most recent prison sentence.

The state had hoped to place Moody and other sex offenders like him in a secure treatment center after their release from prison. But the $2 million facility -- approved by the General Assembly last year -- has yet to be established because of state budget problems.

For now, Moody will spend nights at the Immanuel Baptist Homeless Shelter in New Haven. Officials say his movements will be monitored by a GPS tracking device.
