HARTFORD, Conn.—Officials have announced school closings and cancellations across Connecticut as the state braces for a major winter storm that forecasters say could dump up to 20 inches of snow.

Gov. M. Jodi Rell on Tuesday activated a plan for staggered release times for major employers in the Hartford area if state and other employees are allowed to leave work early on Wednesday because of the snow.

Forecasters have predicted one to three inches of snow during the morning commute, with the heaviest snowfall beginning by 10 a.m. The state could receive six to 20 inches of snow, depending on the location.

Legislative hearings at the state Capitol on Wednesday are postponed, including one dealing with ways to possibly preserve the state's embattled campaign finance program, which a federal judge ruled unconstitutional.
