TORRINGTON, Conn.—Torrington police say they arrested a local man for allegedly leaving three cats in filthy conditions with no food or water in his apartment.
Twenty-eight-year-old David Rood of Wall Street was charged with animal cruelty on Monday after police investigated a complaint by neighbors who reported strong odors near Rood's apartment.
Police told the Republican-American of Waterbury that they found feces throughout the apartment and there was no food or water.
Police say Rood told them he moved out of the apartment last month but had been returning to care for the cats.
Rood was released on a promise to appear in Bantam Superior Court. He couldn't be reached for comment. There's no phone listing for him and it's not clear if he has a lawyer.
