Workers recently stacked over a thousand sandbags and built a cement wall to seal off the basement of the Federal Building in anticipation of the flood. The Peach Tree clothing store on Main Street--which is holding a pre-flood sale--occupies this building, which was flooded with over a foot of water on the first floor in 1992.
