As the war in Vietnam grew increasingly unpopular, Kennedy frequently criticized Nixon on foreign policy. Nixon met Kennedy with fierce counterattacks. During Nixon's first year in office, the Chappaquiddick scandal broke, making Kennedy an unlikely candidate for the 1972 presidential race. Still, in 1971, Democratic nominee George McGovern asked Kennedy to be his vice president, an offer Kennedy declined.
In the 1972 cartoon, at right, Kennedy promises that members of Congress would extend an "olive branch" to Nixon in the coming session.
