WESTBROOK, Maine—A Maine developer wants to build an 8,000-seat arena in as part of a $300 million, 1.6 million-square-foot retail and commercial development in Westbrook.

Developer Jason Snyder is also proposing turning the Cumberland County Civic Center in Portland into a convention center.

He's asked the Portland Pirates minor league hockey team to be the flagship tenant of the new arena.

Portland Development Director Greg Mitchell tells the Portland Press Herald the city needs to know specifics. Mitchell says it's important for the city to retain the economic activities associated with the civic center.

Snyder is planning to meet next week with county officials to discuss financing options.
