AUGUSTA, Maine—The National Weather Service says the weakening Hurricane Earl will become a tropical storm by the time it makes landfall in Yarmouth, Nova Scotia.

In eastern Maine, where Hancock and Washington counties are under a tropical storm warning, gusts of up to 45 mph akin to a nor'easter are anticipated Saturday morning.

The National Hurricane Center dropped all other watches and warnings for Maine.

Meteorologist Mark Bloomer in Caribou says the biggest concern is the surf that's expected to hit 14 feet by midday Saturday, after the storm passes by. Bloomer says people near the coast will need to keep a safe distance to avoid the pounding waves.
