Lowell developer David Daly has proposed building an 11-home development off Westview Road on a wooded 17.4 acres near Mount Pleasant Golf Club. The Planning Board rejected a similar proposal by another developer some years back, but Daly said his will involve fewer homes and new water lines to address water-pressure issues. The average lot size for the homes is expected be just over 20,000 square feet. Daly’s next step is petitioning for a zoning change to have the entire area zoned residential; currently, it is mixed, with more than half of the land zoned industrial. Once the Planning Board reviews his proposal, it will head to City Council for a vote.
