Mayor Gary Christenson, in response to a string of shootings, said he has been approached by a Chelsea-based nonprofit that focuses on turning around troubled and at-risk youth who are most susceptible to drugs and violence. The group, Roca Inc. , is based on an intervention model that actively seeks to identify young adults in need of guidance and educate, counsel, and move them toward productive lives. In its advanced stages, the program uses job training and a support network to encourage youths to move beyond street life. No formal agreement has been made, but Christenson presented the informal proposal during private discussions with the City Council.
