The City Council approved a request by BayRing Communications of Portsmouth, N.H., to string fiber-optic cables on city-owned utility poles from the Lynnfield town line to the Salem line. The approval of the petition was conditioned on BayRing entering into an agreement with the Peabody Electric Light Department to carry out the project, according to city clerk Timothy Spanos. BayRing offers phone, Internet, and cloud-based services, according to its website. The council at its Sept. 27 meeting also granted a special permit to Trader Joe’s East to sell packaged alcoholic beverages at the Trader Joe’s market at 300 Andover St. (Route 114 east). At its meeting Thursday, the council will hold a public hearing on an application by L.D. Restaurant Inc. for an entertainment license for Dinis Restaurant and Lounge, a new business the company is establishing at the former Willow Tree Restaurant, 135 Washington St. The entertainment license would be for a television and CD player, according to Spanos. The meeting will be held at 7:30 p.m. at City Hall.
