A dispute may prevent a new day-care center from opening in the Pilgrim Place office complex on Lakeview Avenue. While prospective business owners Karen Ngugi and Wilson Muraga of Dracut await approval for their center, still pending with the Massachusetts Department of Early Education and Care, current building tenant and criminal defense attorney Roland Milliard has expressed concern for the safety of the children and the effect on his clients, several of whom are sex offenders banned from being around children. Arthur and Effie Keriakos, co-owners of the unit that would house the day-care center, say the concerns are unfounded, as there is no outdoor play area and only one designated entrance for child drop-off and pickup.
