Saugus will develop a performance management program for its police and public works departments, with help from the Edward J. Collins Jr. Center for Public Management at the University of Massachusetts Boston. The center selected Saugus to participate in the latest round of a program in which it helps municipalities implement a data-driven performance management system. Town officials are set to attend a training conference next month on the program, according to Town Manger Scott Crabtree. The town separately hired the Collins Center this past spring to assess the organization and operations of its Department of Public Works. That study is expected to be completed by the end of the month. Crabtree said the town has also submitted a proposal to the Collins Center seeking help to prepare a townwide capital improvement plan. The center is named after the late Edward J. Collins Jr., a former Saugus town manager who later served as Boston’s chief financial officer and treasurer.
