Development of the Rattlesnake Hill area could be imminent, with proposed zoning changes expected to appear on the Nov. 4 Special Town Meeting warrant. “Is it the best plan? The answer to that is no,” Selectman William Heitin said during the board’s Oct. 1 meeting. However, he said, it would preserve much of the land while allowing part of the property to be developed by Andover-based Brickstone Properties. Proposed zoning changes include the creation of an overlay district for Rattlesnake Hill that would allow a cluster development of 98 homes on less than 100 acres. Heitin said the town proposes to buy 187 acres for $3 million, and donate it as open space to be overseen by the Conservation Commission, and another 50 acres would be donated to the town. Brickstone official Martin Spagat and Christian Regnier, a lawyer for the company, outlined the plan at the selectmen’s meeting.
