Special Town Meeting convenes at 7 p.m. Monday in the Oak Middle School auditorium, 45 Oak St. The 17-article warrant includes a proposal to renovate and expand Shrewsbury Public Library. If the article passes Special Town Meeting, and at the ballot box next month, the town could receive nearly $8 million from the state toward the project’s $23.3 million price tag. Counting the state grant and $1.8 million in private fund-raising, the cost to taxpayers for the project would be $13.6 million, according to the town’s Library Building Committee. If the measure passes, construction could begin next fall, officials said. Details about the Town Meeting and the library project have been posted on the town’s website, www.shrewsbury-ma.gov.
