Winchester residents and businesses can get a discount in flood insurance premiums because of the town’s participation in the National Flood Insurance Program’s Community Rating System. Winchester is one of only 13 communities in the state to participate in the program, which allows flood insurance policyholders in town who reside in flood hazard areas to receive a 10 percent discount on flood insurance premiums. Policyholders outside flood hazard areas will receive a 5 percent discount. The Community Rating System is a voluntary program developed by the Federal Emergency Management Agency for communities participating in the National Flood Insurance Program. The intended goals of the program are to reduce flood losses, facilitate accurate insurance ratings, and promote the awareness of flood insurance.
