The movement to replace Swampscott’s Hadley Elementary School cleared another hurdle recently when the Massachusetts School Building Authority voted to move the project to the schematic design phase of the authority’s capital pipeline. The authority’s vote allowed the School Building Committee to move forward with traffic studies and other elements while developing the schematic design, possibly moving toward a May 2014 Town Meeting vote on a debt exclusion to fund the town’s share of a building project that would consolidate the existing Hadley, Clarke, and Stanley elementary schools into one 99,500-square-foot facility adjacent to Swampscott Middle School on Forest Avenue.
