According to police, officers were dispatched to Downtown Crossing on a lewd behavior call. According to police:

Upon arrival officers were met by two female reporting parties who relayed the following information; while traveling on a northbound Red Line train the victims noticed a male, later identified as Richard Johnson, 48 of Boston sitting directly across from them. Johnson had his penis out of his pants and was masturbating/fondling himself. Johnson was making lewd comments (directed at the victims) during this time.
