A Level 3 sex offender was arrested Thursday night after police say he tried to lure a 15-year-old Winthrop boy into a sexual relationship.

Thomas Vincent Rose, 62, of Malden was arrested by Winthrop Police and charged with enticement of a child. According to Suffolk County District Attorney Dan Conley’s office, the victim in this case told an adult about Rose’s advances. During a police interview, the victim said Rose offered marijuana and alcohol before making his proposition for sex.

Rose was held on $50,000 bail and is expected in court again on August 8. If he can make bail, he will have to wear a GPS device.

In the statement, Conley said parents should let their children know they can come forward with anything that “might make them feel afraid of uncomfortable.”

“Parenting is a tough enough job without being a forensic interviewer, too” Conley said in the statement. “We don’t want children feeling pressure to disclose abuse. We want them to feel comfortable telling the truth, even if it seems scary or embarrassing to them at first.”

According to Rose’s page on the state’s sex offender registry website, he was previously convicted of rape in 1975 and of assault with intent to commit rape in 1988. Level 3 sex offenders are considered likely to reoffend, according to the sex offender board website.
