Massachusetts Port Authority officials yesterday said refunds will be issued to users of active Fast Lane or E-ZPass transponders who were either charged the full toll price or charged twice -- in cash and through their transponders -- after the authority's month-old toll gates on the Tobin Bridge failed to work.
