Local advocates for the disabled will mark the 15th anniversary of the groundbreaking Americans with Disabilities Act today by releasing reports alleging that the MBTA has failed to keep elevators and escalators in good repair, preventing the disabled from riding buses and trains 10 to 20 percent of the time.
