The governor's record

Governor Mitt Romney called his three years as governor a ''whirlwind of accomplishment'' when he announced he would not seek reelection in 2006. His speech included several campaign-style assertions that may well be opening shots in a bid for the 2008 bid for Republican presidential nomination.

WHAT HE SAID: ''Today the budget is balanced. ...The Legislature and my administration have cooperated to reform government and solve major issues.''

THE RECORD: Romney and the Legislature cut $1.6 billion in spending, helping to close a state budget gap feared to be as much as $3 billion when the governor took office in January 2003. The effort to close the budget gap was also helped by a surging stock market that added $1.3 billion in capital gains tax revenues to the state's coffers without any action from Beacon Hill. The state also collected about $260 million by raising hundreds of fees.
