At 6-foot-1, with his shaved pate and funky, black-framed glasses, newly elected Mayor Kenneth Reeves commands attention. When the Cambridge City Council chose him last week for his third term as mayor, a ''Hallelujah" rang out in the crowded Sullivan Chamber of City Hall, and he was given a standing ovation.
